By registering on the website www.portal.mn, the Customer is deemed to have accepted these terms, and a mutual agreement between the parties is considered to have been established. Therefore, we kindly ask that you carefully read these Terms of Service and the Privacy Policy. Please note that you are solely responsible for any risks or consequences arising from actions or inactions made through the Portal.mn platform that are beyond the control of Portal.mn."
We may make changes to the Terms at any time. Any changes we make will be effective immediately when we post a revised version of the Terms on the Site. The "Last Updated” date above will tell you when the Terms were last revised. By continuing to use this Site after that date, you agree to the changes.
To the extent that these Terms differ from a prior version of the Terms which you previously agreed to, this version of the Terms supersedes and governs.
“Portal.mn” is a comprehensive digital ticketing platform that consolidates everything related to events, shows, and performances in one place.
In addition to covering all traditional entertainment industry services, Portal.mn also offers a “Market” section that enables a secondary marketplace where customers can officially resell their purchased tickets with authorized rights.
✔ These Terms of Service govern the relationship between the Customer (you) and “Complex Digital Ecosystem” LLC, registered as a “Virtual Asset Service Provider” under Resolution No. 509 dated October 10, 2022, by the Financial Regulatory Commission, regarding the provision of services.
✔ By reviewing and accepting these Terms of Service and the Privacy Policy, you gain access to the services provided by “Entertainment Technology Advancement Portal” LLC.
✔ Before using our services, please carefully read and understand the terms outlined in this agreement.
1.1
These Terms of Service for Ticket Sales (hereinafter referred to as the "Terms of Service") are an electronic agreement that governs the relationship between the Authorized Seller and the Customer regarding the purchase of tickets for concerts and events through the e-commerce platform available at https://www.portal.mn/.
1.2
The following definitions apply to these Terms of Service:
"E-commerce System" refers to the website https://www.portal.mn/ (hereinafter referred to as “Portal.mn”), which offers services for listing event tickets and facilitating online purchases by Customers. "Customer" refers to any individual or legal entity with full legal capacity who agrees to these Terms of Service and utilizes the Portal.mn platform. "Authorized Seller" refers to an individual or legal entity officially authorized to sell tickets for events and concerts listed on Portal.mn. "Electronic Signature" refers to passwords, one-time passwords (OTP), and other digital credentials used to verify and authenticate the identity of the Customer. "Ticket" refers to entry passes for events or concerts available for purchase by Customers through Portal.mn and provided by the Authorized Seller.
1.3
Customers must thoroughly read and understand these Terms of Service before registering or making any purchases on Portal.mn. By clicking the "I Accept" button, the Customer acknowledges and agrees to be bound by these Terms of Service and may proceed to purchase tickets via Portal.mn.
1.4
Customers may choose not to accept the Terms of Service. However, in doing so, they will be unable to access or utilize the full range of services provided by Portal.mn.
1.5
Portal.mn offers detailed information about available tickets and enables secure online purchasing through its e-commerce system.
1.6
Certain concerts or events may impose age restrictions. Customers are responsible for carefully reviewing all event-specific details prior to purchasing tickets.
2.1
To register on the Portal.mn platform, the User must select the button “Click HERE if you do not have an account” in the Login/Register menu and enter their email address. The Portal.mn system will send a verification link containing a one-time 6-digit code to the provided email address. The User must verify their account using this 6-digit code upon first login, then create a permanent password to protect their personal information.
2.2
All ticket purchase transactions made through Portal.mn are considered to have been performed by the User on their own behalf and on a legal basis. The User is responsible for safeguarding their registration information, such as email and password, and must not share this information with third parties. If the User fails to fulfill this responsibility and any damage occurs to themselves or others, the User will bear full responsibility for such damages.
2.3
The User is obligated to ensure that all information provided during registration is accurate and truthful. The User accepts full responsibility for any consequences arising from incorrect or false information.
2.4
Portal.mn fully commits to maintaining the normal operation of its electronic system and to protecting the security and privacy of User information at an appropriate level.
3.1
Tickets are sold exclusively through the Portal.mn platform and official sales channels of Portal.mn’s authorized partners.
3.2
Ticket prices and seat categories are determined based on the pricing policy set by the event organizer or official authorized sellers.
3.3
The date and time for ticket sales commencement will be determined by the event organizer or authorized seller of Portal.mn.
3.4
There may be certain limits on the number of tickets a single user can purchase. Such limits depend on the conditions of the specific event.
3.5
To officially confirm an order, the User must register on the Portal.mn platform and complete the payment using the electronic payment methods available on the platform.
3.6
After selecting a ticket and clicking “Purchase,” the User must complete full payment within 10 minutes according to the instructions for the order to be confirmed. During this period, the User may modify or cancel the order.
3.7
The User is obligated to fully comply with the payment instructions and conditions set by Portal.mn during the payment process.
3.8
If payment is not completed within 10 minutes, the order will be automatically canceled. Canceled orders cannot be restored, and the User will need to place a new order.
3.9
Portal.mn holds no responsibility if the order becomes invalid due to the User’s failure to complete payment within the 10-minute timeframe.
3.10
Once payment is successfully completed 100%, the User’s order will be available in the “Tickets” section under “My Corner,” or in the “Bar” or “Merchandise” sections.
4.1
Tickets and orders purchased by the User are non-refundable and non-exchangeable if any of the following conditions apply:
The event or performance is held as scheduled at the planned date, time, and location without any changes;
The User is unable to attend the event due to personal reasons (e.g., change of plans, health issues, unforeseen circumstances) or voluntarily chooses not to use the ticket.
4.2
If the event or travel date, time, or location is changed, or the event is completely canceled, ticket exchanges or refunds will be handled under the following conditions:
Refunds and exchanges will be jointly decided by the event organizer and Portal.mn’s official sellers;
After the organizer confirms whether a refund will be issued, the refund will be processed within 5–10 business days depending on the User’s bank and payment service provider’s policies.
When submitting a refund request, the User is required to provide the following documents accurately and completely:
Registered email address;
Registered User name;
Proof of payment;
Bank name and account holder’s name;
IBAN and account number (for the refund account);
A copy of the national ID or relevant documents if purchased on behalf of a company.
Note: If the User submits incomplete or incorrect information or documents, there is a risk that the refund will not be processed.
5.1
If a User is unable to attend an event due to personal reasons (e.g., change of plans, health issues, unforeseen circumstances) or voluntarily chooses not to use their ticket, they may list their owned ticket for resale to other registered users on the Portal.mn platform through the Secondary Market (Market) section.
5.2
A 10% service fee applies when listing a ticket for resale on the Market (5% royalty and 5% service fee). The royalty portion is allocated to the event organizer.
5.3
If a listed ticket is not sold before the event takes place and becomes inactive or unusable, the User bears full responsibility. Portal.mn is not liable for any loss or unpaid amount resulting from the unsold ticket.
5.4
Listing a ticket on the Secondary Market does not constitute a refund request to Portal.mn. Users are advised to carefully consider the event date and the net amount remaining after applicable fees before proceeding.
6.1
If you wish to purchase tickets, bar items, or merchandise available on Portal.mn using a loan or installment plan, you may do so through the payment service providers partnered with Portal.mn.
6.2
You are obligated to make payments according to the repayment schedule specified in the agreement of the loan or installment service provider.
Notice:
Failure to repay the remaining balance may result in your information being recorded in the Credit Information Database of the Bank of Mongolia, which could affect your ability to obtain future loans from other banks or financial institutions.
This notice is governed by the terms and conditions of the payment service providers partnered with Portal.mn and is not directly related to Portal.mn itself.
7.1
Users shall use tickets purchased from Portal.mn strictly for personal use. Reselling through unauthorized channels, using tickets for commercial or other purposes, or attempting to forge and resell tickets outside of the “Market” service of Portal.mn is strictly prohibited. Such actions may be considered illegal and subject to liability.
7.2
Transferring, copying, modifying, or using ticket-related information such as the price, QR code, seat information, or any other related data for unlawful purposes or sharing with third parties is strictly prohibited.
7.3
If a User colludes with others to exceed the ticket purchase limit, buys tickets in bulk, creates artificial scarcity, or engages in price inflation, these actions will be considered a violation of Portal.mn’s Terms of Service.
7.4
The User is obligated to provide accurate and truthful information when purchasing tickets. The User shall bear full responsibility for any risks or damages resulting from false or misleading information.
7.5
Tickets and other products purchased from the “Bar” or “Merchandise” sections contain unique QR codes and are considered one-of-a-kind electronic items. The User is fully responsible for the security and confidentiality of these items upon receipt.
7.6
The User is responsible for carefully reviewing the event details (such as date and time) and verifying their order information. Once payment is made, the order cannot be canceled or modified. Please act with full awareness and responsibility.
8.1
Portal.mn provides an online ticket sales service and is not directly responsible for the event’s organization, safety, or execution.
8.2
All matters related to the event’s organization — including the accuracy of published information, ticket pricing, event cancellations or postponements — are the full responsibility of the organizer and the official ticket distributor.
8.3
Portal.mn is obligated to protect users’ personal data in accordance with the data protection laws of Mongolia. User data will only be used for providing services or when legally required. It will not be shared with third parties without permission.
8.4
Portal.mn is not responsible for any misuse of tickets, data breaches, or payment errors caused by the user's own actions (e.g., sharing passwords, entering incorrect information, losing a QR code).
8.5
Portal.mn acts as an intermediary platform and cannot directly monitor or guarantee the quality or user satisfaction of any concert, trip, or event. Users acknowledge and accept this condition.
9.1
All elements related to the Portal.mn website—including its logo, name, design, structure, content, user interface, and platform functionality—are the intellectual property of Portal.mn. Any form of unauthorized use such as copying, imitation, commercial exploitation, or publishing on other platforms is strictly prohibited.
9.2
Event, travel information, ticket designs, content, and trademarks published on Portal.mn are considered to be legally provided under the intellectual property rights of the event organizer or official distributor.
In the case of a dispute related to intellectual property infringement, the original content owner shall bear full responsibility for resolving the issue. Portal.mn shall not be held directly liable for such disputes.
9.3
Any infringement of Portal.mn’s or its partners’ intellectual property rights will be subject to legal action under the relevant provisions of the Intellectual Property Law, the Law on Violations, and the Criminal Code of Mongolia.
10.1
If the normal operation of the Portal.mn platform is disrupted due to force majeure or unforeseen circumstances, Portal.mn will notify users by sending information received from the organizer or official reseller to the users' registered email addresses. This includes the process of directly informing users if an event or performance is postponed or cannot be held.
10.2
Force majeure and unforeseen circumstances refer to conditions that are beyond the control of Portal.mn, the event organizers, or official resellers, which cannot be predicted or prevented. These include but are not limited to:
Declared or undeclared war, armed conflict, rebellion, foreign invasion, sabotage, revolution;
Natural disasters (fire, earthquake, severe storms, typhoons, lightning, floods, water damage, etc.);
Illegal actions or inaction by government officials, legal acts, orders, or decrees;
Explosions, industrial equipment failure, major electrical outages, restrictions or bans of any kind, epidemics or pandemics, quarantines, business shutdowns due to exemptions, or strikes;
Software or hardware failures, cyberattacks, and other similar circumstances.
10.3
If force majeure or unforeseen circumstances are proven, Portal.mn, the event organizer, and the official reseller shall not be held liable to users or third parties for failure to fulfill their obligations properly.
11.1
The user has the right to freely express their feedback or complaints related to the services of the Portal.mn platform. The user may contact and submit complaints or requests through the following channels:

11.2
The user is obliged to first contact Portal.mn directly to resolve any complaints or feedback. Additionally, the user must not spread false, misleading, or unverified information via public media that could negatively affect the reputation of Portal.mn.
11.3
Responses to user complaints and information regarding resolution will be sent to the user’s registered phone number or email address.
